Consultant says Keenan, city had different contracts

The firm contracted by the city of Half Moon Bay to lobby for AB 1991 says that it never engaged in lobbying on behalf of developer Charles Keenan. Instead a representative from California Strategies draws a distinction between what he said were separate contracts for lobbying and consulting.

Jason Kinney, a representative of California Strategies, says the firm was paid by Keenan for consulting, apart from the firm's contract to lobby on behalf of the city. Kinney declined to discuss the specifics of his firm's consulting contract with Keenan.

"We have an advocacy firm and a consulting firm," Kinney said. "We had a contract to do consulting for Keenan. We never lobbied for him. He never participated in a lobbying meeting."

Keenan paid the firm $20,000 a month for the consulting work, according to a contract that ended sometime last month, Kinney said.

"Keenan offered to support the city, and the city was all too happy to accept that," Kinney said. "They're trying to achieve a critical but complicated solution to an unprecedented crisis in the city."

In interviews on Wednesday and Thursday, Keenan did not distinguish between the city's lobbying contract and his consulting contract with California Strategies, saying that he and the city "collectively" hired the firm.

According to Keenan, he had no control over the firm's activities. He said he would occasionally receive feedback on the legislative proceedings in Sacramento.
